The interation to lend a help for friendship on the business

The USA give 70million dollars to Africa for their development, especially on water solution and the AIDS with the double care. It's work when developing country accept the developed country's help for social environment but the interaction must think about the network carefully between the priority and the ABC. It's hard to set up the balance when we talk about the priority and the ABC at the same time, especially when we still have to communicate about who's priority and who'e ABC.
For the priority, how do we descripte the resource system to different social state? For the ABC, what do we take from the developed country to set up thebasic standard for the developing country?
The resources will be work when the network comes to suitable connection from the local organization to cooperate with the new approach or the resources will become the tool for building the business marketing. What kind of the soluation for the developing country do the developed country give ? I think it will be the great chance to find the resource system network for everyone's life as long as the world have enough time and enough communication to set up the order between the priority and the ABC.
